How does London’s economy, communities and built environment shape life in the capital? Our goal is a city where prosperity is shared and Londoners can live well and take part in city life.

London remains a globally successful city. But that success is uneven and not guaranteed.

The housing crisis, the cost of living, unequal access to opportunity and changes in work are putting pressure on Londoners. These challenges reshape neighbourhoods, affect communities and determine who inputs into and who benefits from the city’s growth.

Developing London responds to these challenges, centring on three core themes:

  • Housing – supply, quality, affordability and security
  • Economy – growth, productivity, skills and access to opportunity
  • Community – neighbourhoods, health and crime & safety

This programme examines how these issues interact, and where change is needed. Working with our cross-sector programme partners – G15, Barratt Redrow, Impact on Urban Health and the Royal Borough of Greenwich – our ambition is clear:

We want to build a prosperous global city. We want more Londoners to achieve a decent standard of living. And we want more people to participate fully in city life.

Developing London equips London’s decision‑makers with practical insight. Our work strengthens the case for action, shaping policy and investment decisions that help create a thriving capital city by 2030.
