Cllr Stephen Cowan
Chair, London Councils and Leader, Hammersmith and Fulham Council
Cllr Stephen Cowan was elected as Chair of London Councils, the collective voice of London local government (the 32 boroughs and the City of London) in the summer of 2026.
Stephen has been Leader of the London Borough of Hammersmith & Fulham (H&F) since 2014. In 2017 he launched the borough’s Upstream London inclusive industrial strategy and was one of the founders of the White City Innovation District – both leading H&F to become London’s fastest growing economy. In H&F, Stephen introduced free adult social care and the H&F Pathway Bond. He is also a member of the ICLEI European Regional Executive Committee – a global alliance of local governments committed to environmental sustainability.
In his London Councils role, Stephen is building new partnerships and alliances across London to drive inclusive growth in every postcode in the capital.
